The Commission consists of seven members; two lay persons, four attorneys, and one Federal Judge.  Members are appointed by the President of the United States, Board of Governors of the District of Columbia Bar, Mayor of the District of Columbia, City Council of the District of Columbia, and Chief Judge of the United States District Court for the District of Columbia.  All terms are for six years, except for the presidential appointment which is a five year term.

The members do not receive a salary. The Commission members elect a Chairperson and Vice-Chairperson annually. The commission usually meets every month except the month of August.
