The Commission consists of seven members; two lay persons, four attorneys, and one federal judge.
The following authorities appoint members:
- President of the United States (1)
- Board of Governors of the District of Columbia Bar (2)
- Mayor of the District of Columbia (2)
- City Council of the District of Columbia (1)
- Chief Judge of the United States District Court for the District of Columbia (1).
All terms are for six years, except the presidential appointment is a five-year term.
The members do not receive a salary. The Commission members elect a Chairperson and Vice-Chairperson annually. The Commission usually meets every month except the month of August.
