Determination and Undertaking for the Honorable John H. Bayly Jr.

The Commission investigated the circumstances surrounding the detention of Liyah K. Brown Esq. at the direction of Judge John Bayly on August 29, 2007. The commission determined that Judge Bayly's actions were grossly disproportionate to Ms. Brown's conduct, and concluded that Judge Bayly's conduct violated the Code of Judicial Conduct.
